Admission cancelled but fee not refunded - Katar ITI,Balsua palli (pathankot)

Sir/madam I have planned to do ITI in electrician trade .So I took admission in the above named ITI by paying 3200 rs/- whose receipt is with me later on as per guidance of my brother and refusal from my parents. I approached institution to cancel my admission within 10 days ,but they had refused to return my fee and also cancelled my admission .They haven't shown or signed any consent form from me and not even info me any such rules prior to my admission.But as per government rules after deducting the clerical charges , they should return my remainder fee
