Train more than 3 hr late irctc refuse to given refund

Hi i book i train ticket in KOTA to Nzm in goa sampark karanti in 6 july 2016 PNR Number 8148951041 . train was showing late more than 8 hr. so i m not traveled and fill TDR through proper channel. but IRCTC given reply train in only late 2 hr...what can i do..
