Owner of the Sweet Shop not providing bill, stealing tax

I have purchased sweet worth Rs. 324 from M/s Bikaner Misthan Bhandar on 02.04.2016. The owner has not provided the bill. When insisted he has issues the attached bill which is an estimate/kaccha bill. I believe the owner is stealing tax for past many years and doing unethical business practices. Please arrange to stop this. Please take an action as most of the shops/establishment do not provide bills in Dehradun and stealing crores of rupees.If the department do not take action on y complaint, I will have to file a case in the court in public interest.
