DVR Pan card service centre charging more amount on public for their services

I had acquired the name change, signature and photo updation from this DVR PAN CARD SERVICE CENTER. here they charged me 550/- rupees for their service. and For pan and Aadhar linking he said the total amount is Rs 2500/- where the fine amount is Rs 2000/- and service amount is 500/-.but actually my fine amount is only Rs1000/- I asked him what is the reason for 2000/- when iahd only 1000/- as fine. He said that is wrong. Only when I pay 2000/- as fine only the linking will happen. I did not trust him on this so I did opt for linking. There are no charges board in display for their services. And charging triple amount for the public. Public who don't know about these services are paying them according to their charges.
As a citizen, I would like to request the honorable consumer court that by these service center I lose around Rs400/- but what about the other people who don't know the rules and regulations.
