Additional Charge of 30 rupees charged my the Merchant

Respected Sir,
I purchased provisions worth Rs1299 at PATHI GENERAL STORES, 10-422, SESHARAPIRAN STREET, CHITTOOR DISTRICT, AP, and given my credit card as part of digital transactions for which the owner of the shop has took 1299 (actual amount)+30 (additional charges), and I had to pay the amount of 30 excess which has been charged as charges for the digital transaction. Though the Union Government is encouraging digital mode of payment such charges will be a burden for the customer which is additional to the billing amount. Please do the needful in this regard as customer can not be burdened with the charges that has to be paid by the Shop Owner.
As per RBI Guidelines { https://rbi.org.in/Scripts/NotificationUser.aspx?Id=8461&Mode=0 } no extra surcharge should be levied on use of Credit/ Debit cards.
Request to take stern action on the Owner of the Shop
