Amount debited through Bhim App But Not creditted into beneficiary Accounts

I paid my electricity bill through Bhim App on 22/8/2018 .
At the time it showed up Transaction Failed and debitted amount will be creditted into my account within 3 working days.
Now it has been almost one month the amount neither creditted into my account nor my beneficiary Accounts.
Already mailed complaint to bank and bhim app customer care
But no solution till date
