duped by the shopkeeper complain

I along with my wife went to jaipur in vacations in january 2016. we went to a shop named m/s new national handloom center where we met one mr. hakam singh rathore who claims to be the manager there and a famous palm reader. he read my wife's hand and recommended her to wear a ruby stone as early as possible for health and other (financial) benefits to which we readily agreed. first, he charged a whopping rs.23000 second he claimed it to be a genuine and assured us to return the money in case we find it faulty. now when we enquired in our city (I.e. patiala), we came to know that its not a genuine one and it doesnt costs more than rs.2500 by all means. we have contacted mr. singh again and told him all and asked him to return the money but to no avail. neither he is attending calls, nor he is replying the messages we sent to him via whatsapp though he has checked them all. please help

    I hakam singh rathore has given each and every information regarding the specification of product, i had given him invoice as well.
    I had tried to call him many times he didn't pick the call.
    That's the clear case of fake commenting, kindly remove the comment

    This is place is a fraud. Guys be aware. Hakam Singh Rathore is the owner of the place. He will say I am best astrologer. Then he will make you buy a fake gemstone saying its real also gives a fake certificate. He will say come any time and take a refund if the product is not satisfactory. When I call him for refund he refuses it and also blocked the number. Guys be aware and never visit this place. We need help he cheated us on 50000rs. He has blocked the call.
