TIRUPATI BALAJI ASSOCIATES, Taking Charges, when need to change address in same area

LPG connection consumer number is CX437997. And my issue is yesterday i went to distributor to change the address to deliver the LPG. Then they ask me to provide KVC form, addhar card copy and rent agreement that is ok but they are charging for this 291 rupees and area is same where i shift. And i have already change address two times in past but no charges were there. Now how they can charge that much huge amount.
