cheating and harrassment by tata sky dth personnel

frequently there is problems in hardware which are beyond control of
customer neither customer is the cause of these problems nor are these
due to negligence on part of customer

in my specific case there was some distraction due to change of
positionof sattelite as told to me by service personnel due to which i
was not getting signal
for this problem i am not resposible neither it is due to my
negligence,still without prior intimation 170 rs were docked from my
account directly for service visit.

can a customer be help responsible for lack of signals when hardware
supplied by tatasky dth is erroneous-----morover there was no mention
of charges by any personnel ,they directly doked of money from my
account

similarly last year in the name of upgradation---there were no proper
signals for forty five days

my plea is dth service providers should be leashed to chek these
arbitrary eductions in the name of service visit,whereby there is no
fault of client

i have asked fr refund of rs 170 deducted from my account but of no
avail ----as it is monopolistic tendencies are their as instead of
healthy competition between different dth providers there is sort of
cartelisation with most of the channel packages,charges are rougly
same across dth providers
please check the malpractice
