Frauden me to give failure led bulbs for reselling through IndiaMart commandeered seller

Respected sir.

I ordered a 1000 led bulbs for reselling through IndiaMart commandeered seller is Mr dharmateja,he sent quotation worth 71326 rupees ,I paid 71326 rupees through mobile banking,he placed my order not a intime, after one month he give a 150num 9w led bulbs&100 num 7w bulbs ∑ bulbs part s are giving to me it's worth 10000 rupees only, his given bulbs are failure in 10 day, I return bulb parts to him through transport,he promised to me I refund your money which in one month,but since six months he not give a money to me ,I warned him I go to consumer Court ,he not responding to me when he refund my money. So please help sir.thanking you sir
