Flat cheating

I Mr. Natarajan Ganesh booked a flat in Dream Dasha project in Kulashekara area in 2013. Builder said he would hand over the flat to possession in 2015 or 2016 Max. But in meantime there were misunderstanding between the partners and one left the project and another Mr. Sylvester John Saldhana took over fully the charge of this project. In 2016 Sylvester John Saldhana and Mr. Anil Vegas (Land Owner) collectively raised loan with Bharat Cooperative bank pledging 5 flats which were already sold mentioning not sold flats and then they did not pay the loan. Now after several reminders from the bank the builder and the land owner no one turned to repay the loan and settle the matter resulting to the seizure of the flats. Now I am the owner of one of the flats mentioned above.
I am left in lurk and wish to get my flat.

Kindly advice what is the best remedy for this.
