Panelty applied on sign differ

Respected officer,
I'm complaining on behalf of my mother. My mother has an account in CANARA BANK NAVSARI I am a second holder of an account.
My maternal uncle send a SBI cheque of 50,000rs amount to deposit in CANARA BANK, NAVSARI my mother account. Unfortunately, cheque rejected due to sign differ of my uncle.
For this insident of cheque return bank charged me a 590rs panelty and debited from my account. I have discussed about it with my maternal uncle said SBI charged me 150rs + gst.
So, couple of query raised from my side is that:-
1 ). Are Both banks (SBI, CANARA) are public sector bank?
2). Are Both comes under RBI RULES AND REGULATIONS ?
3). is PANELTY applied to both side of account holder ?
4) why CANARA BANK panelty almost 4 times higher than SBI ?
A RESPONSIBLE CITIZEN OF INDIA WANT JUSTICE FROM RBI OR BANK

IS PANELTIES ALPLIED TO MY MOTHER (CANARA BANK NAVSARI ) ACCOUNT APPLICABLE AS PER THE LAW ?
