Non issue of Loan closer letter and harrassment even after paying complete amount

Taken Loan for Flat hooked in Migsun kiaan in the month of December and paid the EMI till April 2019, but in Feb 2019 I had surrender the flat booking and requested builder to pay back Loan amount taken from Bajaj and my advance, but after regurous follow up he agreed to pay back Bajaj amount directly to them and paid the complete amount by 25th June 2019.

The same was well known to Bajaj team and they promised as soon as all cheques given by builder get's clear will provide me Loan closer letter/NOC but till date they have not provided and after my regurous follow up with Bajaj team they stopped picking my calls and on going to their office no one is ready to meet even and now after 2.5 months they send a letter that I have Loan amount pending and when I call their official he started abusive language and said we can't do anything and do not call me again and again.

Kindly help me, I am really in a big stress and due to same not able to perform my duties at my Job as well as at Home.
