Amount debites from my Axis bank saving but ATM machine did not dispensed the amount

Hi sir/madam the amount is debites from my axis Bank account on 20-9-2018. the amount of 10000 rupees from icici ATM machine is did not dispensed the amount but it's debited from my account. on that day I registered a complaint in axis Bank customer care this is complaints number 1809085803 after 7 working days I got the email said that your case is closed. I asked the reason they said transaction successful but I said I didn't get the cash and I asked show me CCTV footage so they are deny to show the CCTV footage then I registered a complaint again so they say same thing after that I got the information from operation manager (daina) she said the ATM error was there at that time. THE RBI RULES IS IF THIS CASE HAS HAPPENED SO BANKS ARE SOLVE THE PROBLEM IN 7 WORKING DAYS IF THEY DID NOT DO THEN THEY HAVE TO GIVE 100 RUPEES PER DAY AS A COMPENSATION. I request to e-consumer court please solve my problem I have to pay my son school fee, home rent, bike finance they are taking interest of late fee. Axis Bank is not responding. I trust on Indian law . Thank you so much sir/madam.
