Airtel DTH Not installing DTH after receiving payment

Respected Sir,
I had made online payment on 30.04.2018 to Shree Ram Enterprises as told by Airtel DTH representatives through a personal meeting for installation of DTH under an agreement made between BHEL & Airtel, TATA Sky. an oral assurance was given to me for installation of DTH within 48 hrs after receiving the payment but i am very sorry to say that till now no any action has been taken. when I try to talk over phone, first of all they did pick the phone, once they picked but didn't give any firm commitment and tried to give excuses. Not only me, many BHEL employees are facing same problem and are fully fed up.
Sir,so I request you to intervene in this matter,award penalty to Airtel DTH service provider and ask service provider to pay appropriate compensation to consumer.
