giving less weight of about 200gm per kilogram

i get 24kg wheat every month from ration, but when the same bag of wheat brought from ration gets weight in digital weighing machine it always shows 20.5kg to 21kg
flat loss of three kilograms.
nobody wants to falls in this matter as they dont care about others or may be they had noo interest in complaining about this.
but the promblem is with the family under average income group.
dont know will i get any response of this complain but i must say ,plz look into this matter for the sake of humanity whoever reading this
