Shopkeeper takes Extra money on products

An example of product. Amul Masti Butter Milk. The shopkeeper asks for 15 rupees instead of printed MRP 10 rupees. He take extra money upto double on every product which is needed in this summer season. And doesn't give Bill. This is Wrong. Cheat.
He do it on many other products like Milk, paneer, dahi, cold drinks etc.
