Regarding complain about services by Ebay online purchasing

I have purchased my Philips MMS4040F/94 2.1 Multimedia Speakers (321944877389) from Ebay.in on 8th March 2016. At the time of ordering my product i was given confirmation that my product will be delivered to me by 13th March 2016. But till date i have not received my consignment from ebay.in.
Further when i traced my consignment i found that my product was to be delivered by DTDC courier services but when i didn't received my product on the date mentioned by DTDC i contacted with Ebay customer care number.
The concerned person from Ebay told me that you will get your product latest by 21st March 2016 during telephonic conversation, but till date i have not received my consignment.
Today morning when i again contacted to Ebay.in (Customer care) they told me that you contact with DTDC.
Last but not the least neither i have received my product nor i got refund of same.
The details of my consignment are as under:

2. Courier Name- DTDC, Airway bill number- D26378272
3. Tracking details : http://orders.ebay.in/ws/eBayISAPI.dll?BuyerTransactionDetails&escrowid=42079902112&isexpanded=true
