gas cylinder not received consumer no. MG21431

I had booked my gas on 21st of Apr 2015, consumer no being MG21431 but yet to receive the cylinder. Agency says that there is a shortage in gas cylinder. This sounds ridiculous as how come this problem arises every now and then.
Pls take necessary action against the agency so this problem does not persist.
