Excess charges for the luggage

I am traveling on 30th May-2022 by state transport from Nagarcoil to Trivandram.

Bus no is TN 74/N1912. We are 3 person and luggage is about 20 Kg. TICKET inspector charged for luggage whereas I was not charged while going to Kanyakumari from Trivandram.

This is not a good act of ticket inspect .
