Company fortis healthworld ltd denying to return pharmacist license even after resignation.

i'd been working as a pharmacist in an organisation.I resigned from that company by giving a short notice period of 15 days.As per company policy,they put my salary of 1 month on hold.And now they are saying they will return my pharmcist license only after the clearance that will be done after inventory.Isn't it illegal to keep someone's license even after resign.It's been 2 months since i have left that job and i am still not getting my licnse back.
