Non Refund of amount paid online- deficiency in services

I had ordered a 2 kg cake with www.fnp.com online on 05.08.2016on the occasion of TEEJ for Rs. 2970/- (5846415755IG0CLWZWA8)
It was ordered while making chat with their agent. The order was placed at around 12.00 noon. It was made clear to the agent that the same would be required at around 5.00PM. The agent after due consideration with their delivery team, promised to deliver tha same at the given time. After that I ordered the same via link sent through chat. The payment was also made on line.
Till 7.00 PM when i did not get delivery of the item, I tried to contact the concerned person on their phone no.9212422000 but i was asked to call after 30 minutes. At around 7.29 PM I again called up them at 9212422000, but even after a 20 minutes long call duration they were not able to confirm the delivery. Then I asked them not to send the item as it was badly delayed and the festive celebration was over by that time. After this talk they intentionally send me a mail showing the item is now out for delivery ( from gurgaon to Indirapuram, which involves a journey time of at least 2 hours.) just to avoid them from any complaint. If we go with their msg., the item could not have been delivered before 10 PM. Without prejudice, no one attempted delivery at d address. It is a totally false statement.
Even after 6 days I am still waiting for the refund.
