Why was Barcode redeemed illegally by Jio Reliance employee?

Some days before, I had produced a Barcode on my mobile phone but when I went to the Jio center to get it delivered, it was told that the Barcode has been redeemed to someone one else.
So I want the authority to look into the matter so that I should get it delivered.
