Tax on Liquor complain with Rockstar Events, No GST available on liquor

Fact:- No GST available on liquor, means VAT to be continue to be leviable on Liquor price in Rajasthan at the rate of 20%.
Question:- Last week I visited one bar, any way they are charging excess on MRP because they providing other services as well. But they are still charging again VAT (20%) on bill of liquor. Price of liquor on menu card is already inclusive of VAT, how can they charge VAT @ 20% on Liquor bill Again (enclosing herewith copy of Invoice for your kind reference).
I request to your kind authority to clarify the same at the earliest as the amount of tax charge by these BAR/PUB is higher which is not acceptable in general cause.
