Online fraud. Product not sent nor refund

Online Fraud Complaint Complaint Date: October 25, 2021
I have placed an order from Mr. Sameer Sharma's instagram page 'pretopedia' on 3rd October 2021 and transferred Rs. 3500/- to them
After waiting for 20 days i found that they have deactivated their insta page...and their number is continuously switched off. I'm not able to contact them!
I have their contact no. 7795577221 and the transaction id.
Kindly look into the matter and take strict actions against them and have them refund my money back!
