not delivered goods and not give me the refund

I have ordered stationary on Belief Mart on sep. 2019. it was told that I will get the delivery in 9-14 days. But now it is more than 100days passed and they didn't shipped my order also they are not paying me the refund. Can you please help me and connect with the seller and try to find what is the issue.
They also don't answer of my Email.
