Complaint against this id for taking prepaid order and not delivering it

I placed an order of a pair of shoes from this online Instagram seller on Aug 6 ,2019 billing INR 750 and the delivery should have been attempted by Wednesday.But I didn't received the delivery nor any tracking details.He even blocked me from everywhere.I paid him on google pay on the mob no. 88666 03309 named Rohit Verma.He is a total fraud on Instagram.And I want my hard earned money back.Please solve my problem so that I can get my money back at the earliest and this type of seller must get some lesson.Here I have attached a proof of my payment.Thank you.
