Flat booking amount not receive after cancellation

I have booked flat at Kuber Samrudhi at Dombvali in Feb -2015 and i hav epaoed 1,21,000 rs to builder Kundan Mhatre(Builder and owner of Kuber Group).But I have cancelled my booking in Sept -2015 due to no progess in work and court stay.I hve filled up cancelltion form and they asked me to come after 15 days. But even after 04 months i havn't recevied any ammount. I am keep follwing up with staff memebers , but they are not giving proper answer and Mr.Kudan Mhatre's no is keep switch off and he never availbel on phone.
