Developer is not paying transfer charges

I had given my plot for developemet to builder by allowing him to develop a building (Tribhuvan Apartment) on my plot. After the developemet me and developer were supposed to pay Rs. 30,000 (as on 1995) to Kasturba Housing society of which I was a leaseholder for the plot.
As per the agreement developer was to complete the trasfer formalities of plot from me to Members of Tribhuvan Apartment.
After the construction was completed in 1995 developer was supposed to pay Rs. 15000 and I was supposed to pay 15000 as a transfer charges to Kasturba HSG society to transfer the plot ownership from me to Apartment holders of Tribhuvan Apt. However after repeated reminders builder has still not paid his part of dues. Which Is unabling me to complete the transfer formalities.
In absence of these transfer formalities, Kasturba HSG society is sending me the reminders about the dues. I would like to send a legal notice the developer to participate in this transfer process and pay his part of the dues. Kindly guide me in this regard.
