UIT KOTA INTENTONALLY DELAYING THE REFUND OF THIER GIRIRAJPURAM SCHEM

I had deposited Rs. 27000 DD IN FAVOUR OF UIT KOTA on 27th October while submission of the form for the plot in thier GIRIRAJPURAM SCHEME.

THEY OPENED THE DRAW ON 14TH DECEMBER FOR THE SAID SCHEME.

I HAD CONATCTED THEM 2-3 THIMES ON THEIR OFFICE PHON FOR THE REFUND & SENT 2 MAILS ALSO BUT THEY HADN'T RESPOND.
THAN I VISITED TO UIT KOTA OFFICE ON 1ST FEBRUARY and MET THE SECRETORY FOR REFUND and he told me that the same will be processed in MARCH 2016.
Why UIT IS NOT RESPONDING ON MY COMMUNICATION and why they are not processing refund.
