No pick up even after reserved seat

I had a reservation from Mehsana modhera X to Anand in bus (Tharad to Vadodara). My PNR was G11742692. The bus driver, even after looking at the passengers waiting for the same bus, didin't stop the bus at Mehsana Modhera X. First of all I want to file a complaint against the driver and conductor of the same bus and full refund of my ticket. Till now the GSRTC has done nothing but sent customer care number. The customer care executive did nothing about this. Kindly suggest where should I go to file a complaint against the GSRTC service.
