Not delivering has cylinder to home and not returning delivery charges

My gas agency that is situated in my town prempur tehsil chhibramau district kannauj.
They are charging delivery charges for delivery that is included in the receipt that we pay during booking cylinder . They are doing this for years and even after asking them to return money they denied
