I have taken HP gas connection, my gas connection used by dealer

Dear Sir,
I have taken HP gas connection on 20/10/1991. My customer ID id is 622763 in HP gas agency walchandnagar sheti bhandar. Dealer code is 19567400. In whole year we taken only 2-3 cylinders. Every month one cylinder issued from my account and dealer sold same cylinders to black market. I have 2 cylinder connection and paid all amount but dealer provide only one cylinder to me and when i asked for another cylinder and every months cylinders issue. he denied to heard anything.
