Gas delivery boy charging extra

There is a common issue going always when gas delivery boy comes to deliver cylinder.. they will always charge 50rs as they deliver cylinder to the doorstep.
Agency/government has to give a clear instructions in bill invoice or during online payment how we need to pay to delivey boy or no need to pay, something.
If we dont pay, it seems like we are creating an issue for just 50rs, but collectively its a big issue when colloborated.
