Fuel filling quantity fraud

I have refilled today my Mahindra kuv100 on an Indian oil pump namely Apurv Petrol Sales, Kumhrar , Patna.
They filled the 35 ltr capacity tank with 39.13 ltrs.
I asked for the printed bill,then they refused by saying that printer is not working.
Then I raised the doubt to the pump manager, he then nervously told to vacate the tank and measure the fuel vacated.
I did this to find the truth whereas my tank was filled with minimum 5 ltrs of Diesel already.
When the tank was vacated only 39.75 ltrs of Diesel was recoverd.
I asked the manager then about the theft done by them.
He then started arguing that You had no fuel in the tank before.
I just want the Indian oil company to enquire about this case, and take hard measures about that fraud.
