Delivery Man refusal to gas check and charging extra money every time

Every time indane gas delivery man charging extra money, on refusal to pay extra money, delivery man refuses gas check at the time of delivery. Yesterday 24/01/2021 got delivery of our domestic gas, and delivery man charged Rs. 100 to check if there is any gas leakage, but my wife refused to pay him extra money. And delivery man delivered gas cylinder without gas leakage check and weight. After that we found gas leakage when we connected the gas cylinder to oven. Complaint to distributor but not resolved. Please help us to resolve gas leakage check every time of delivery. Else anytime any accident may happen.
