Broken seal and inaccurate weight of cylinder

Hello I have booked gas on 13th June and delivery person came on 14 June And when I checked the weight of cylinder, it was short by 4.5kg and seal was also broken and when I asked for replacement he came with new cylinder in that also 2kg was less. And delivery boy said its full sir.
I denied to take cylinder because it's seal was also broken. So I sent the cylinder back. Kindly take necessary action against raminder gas agency paschim vihar as they never pick our calls also.
This happens every time.
