Booked refil was not delivered by the distributor

I have booked my cyclinder refil from our gas agency (jamsher indian gas agency , Jalandhar) and the same was confirmed in sms. But the distributor is not delivering the cyclinder, even we have noted that they have our booking coupon bearing our customers no. He refused by saying like that, they have no refill of cyclinder to give you.
Also , we have complained about this in the agency but they had not given any response.
