RTO Expenses Overcharged by Kawasaki Jaipur

I bought Kawasaki ninja 300 on 6th Oct'19 and I have been charged 52k as RTO expenses; however, actual RTO expenses are around 40k only. now they are not giving me the RTO receipts of 52k.

till now I have been given bike invoice (ex-showroom amount) i.e. 2,98,000 and insurance paper of 13k only; however total I have paid 3,70,000.

When I asked the rest arount receipt to the Kawasaki sales person then they denied to give it to me, they said the rest amount is directly deposited into RTO account.

However I know that when 40k is the total RTO expense then how could they change 52k which is overcharged by the customer, also RTO expense is the government expenses which cannot be the change article to article.
