Refund PAYTM place a order (3863854784)form PAYTM on 24/009/2017 and given a complain

I had place a order (3863854784)form PAYTM on 24/009/2017 and given a complain (28/009/2017) it had not shifted.
after 2 hour i got SMS the order has deliver but till now i haven’t received any order. then i called the seller in same day.
seller told me its a technical issue of website. call to paytm and register complain for it to refund. its 45 days over till
i haven’t got any refund or any order or any proof of deliver. i have send many mail And i called 20 times to paytm customer care.
But till now i haven’t got any resolution or any call,mail or SMS for any conformation about it. so please refund my amount .
and advice to all of you never place any order from paytm. ( place check the attachment of call recording with the seller).

(Please check the order no:3863854784 the Order not received but shows 'Delivered',And after given the shipment delay request No:39153398 ,40211368 on 28/09/2017,
with in 30 minutes the order status which has shown on the same date 28/09/2017 shipted, dispach and delivered. So is it possible with in (5:55-5:48)= 7 mints

He said me the order No:3863854784 is wrong Its Technical Issue. he haven't received any order(No:3863854784) and he haven't shifted, dispatch and delivered.
As he is unable to track the order.
So please Refund My Amount Or deliver the order ASAP. Its 30 Days Over but no one is ready to Resolve. Its a Feck and Fraud Website.)
