Overcharging for wiring

the Electricians visited for AC wiring concealed at my place.the said they would replace old wire and add 4 wires for AC to take load since its 1.5 ton.they charged me 23800 thousand for this service and said AC installation & core cutting is included in it.they are yet to install the AC and are not receiving phone call, they have done this with one more person from my society.they said the company name is green electrical however it is marked as best electrical green electrical & what not over the interent please help me
