Money fraud against visa processing complain against Sandeep Shah/ Dessert Holidays

Hi Sir/Mam, I am a freelance consultant processing tourist visas for Dubai. I have many all around India from whom i take cases and process them through different travel agencies and earn commission. I met a travel agent on facebook name Shah Umesh Chhaganlal also known as Sandeep Shah from Dessert Holidays located in ahmedabad. I payed them Rs 27,500 in advance for 5 candidates tourist visa for Dubai. But after taking Rs 27,500 he started making excuses, stopped receiving my phones and messages. I have all his ID proof with my payment proof in form of e-receipt.
A local consultant from Ahmedabad told me that he has also done fraud with him and many others. He advertise online on facebook about tourist visas, work visas etc and take money from people and do fraud. Due to him my 5 candidates tickets that were booked were lost as he did not process their visas. This person is doing fraud in name of tourist visas and work visas. Please help me to get back my 27,500 along with 5 candidates lost ticket booking with penalty. Thanks
