I paid 2005/-₹ for 25 mbps plan but till now i dont get return even if not proceed for broadband

I paid 2005/ ₹ in advance for tikona broadband but they could not active my connection successfully upto 10 days & after told me that we cannot active due network problm.so ur money will be refunded within 15 days.
I think np ok my money will be returned after said time .still i dont get money back aftet so many days. And they are not pickup my phn and not answering to me. They are cheated to me.

I want to claim on them i uploaded the copy of payment receipt
