Non release of hold amount of Rs 10000/

My authorized staff attended partypashi on my behalf. From vars24 side his agent was there. Now when the process of RC transfer has started cars 24 is not releasing 10000/. Because I hd not attended the RTO. When RTO bhopal has no problem & had accepted my Authorize staff then there is no point in holding the money.
Further I had received messages like due to non cooperation your hold money is forefeited.Whereas I have made call & told bhopal vars24 person that from my side my Authorize person will attend RTO for the process.Release the fund else I will have to proceed to legal action.Mr Rohan is dealing from Jablapur for cars 24.
