regarding gas weight

Hiii
I am a user of inden gas as connrction is there on my father, from last 8 years
But on the last delivery of month December I got a weight of gas as only 12 kg , I think it is less then as per standard weight as u provide and why every time they not provide home delivery and we have to stand in a long queue , weight for the 5-6 hours, lots of rush there, no managent , people who are from powerful background are coming late and getting fast delivery , what is this, are we fool or are they more smart and still he is not provind full quantity of gas , nand one more things plz tell me how many times we have to complain for this agency holder .
Or there will not be any action against for this guys
