Payment debited but Service not provide

I have applied for new Bijli connection on UPPCL site and my balance is debited from my account through Paytm, but I am not to able proceed ahead due to there is showing transaction not successful, after I asked to Paytm and they told me I need to contact with Marchant Techprocess but they blocked my message, and I am not sure how my balance will be back to my account
