Light shutdown everyday for 3-5 hours.. No proper answer, some member also talk very rudely while so

Since last 3 month there is electricity power cut for atleast 3-5 hours due to which I am not able to work. No one from electricity department give proper answer to the complaint , while some also talk very rudely
