Electrical connection, Though i was accused of electricity theft on 22.06.2017

Though i was accused of electricity theft on 22.06.2017 and my connection was disconnected since then. I got notice letter on 25.06.2017 and since then i am spinning around electricity office but they denied to accept penalty saying it was ordered from department higher authorities. Any how I deposited my penalty approx 85000/- on 17.07.2017 but now they are making me fool giving chain of excuses. I have no option now and need your help.
