Complaint against Electricity Department regarding unusual power cut

Respected Sir
There has been a continuous power cut in my area(post Dholna District Kasganj Uttar Pradesh).The alloted numbers of hours of electricity is not provided,due to which there is lot of crisis in my area ,people are not able to get the drinking water ,which is their right under Right to Life (article 21 guaranteed by the Indian constitution),there is no proper mechanism or redressal platform for complaint and local people in electricity Department don't listen to the people.
There it is my humble request to please look into this matter.we shall be highly obliged
