Complainst against MSEDCL for high bill

This is regarding Eletricity bill for the month 14th April to 15th May. Initally, the bill was sent to for Rs 5260. However, this was later modified to approx Rs 10,000. This was due to recalc done on the basis of new meter installed on 3rd May 2021

Our meter was faulty for quite few months and same the issue was already raised by us in MSEDCL office. Since, they didn't had a new meter in place we were receiving faulty average bill every month for past 5 to 6 months (approx). Due to the faulty meter, they used to send us the high price which made us visit their office everytime to correct the amount based on the evidence we had and they used to average out bill amount accordingly.
Request was also place to install a new meter however MSEDCL didn't have a new meter at the time. Therefore, we were send high default bill everytime and we were asked to either get the meter arranged ourselves or pay as per the faulty meter. being the electricty company they should have provided us one instead we were forced to pay the burden and arrange this one by ourselves.

However, finally MSEDCL managed to get one and installed the meter on 03rd May 2021 but upon installing we were NOT notified about this. When it was faulty they used to visit every month with the machinery and do all sort of checking and send us the bill by informing that they have taken readings. But this time when new meter was installed without informing us.
We have pics of 3rd May to show new meter was installed and the reading started from 40 units and on 2nd May we had old meter in place. Total units ran by 15th May was 195 units. So, the ideal calculation should have been from 3rd May i.e 195 units minus 40 units which will give 155 Units for 13 days and taking average per day it is 11.92 units per day. However, the calculation they did was from 01st May 2021 taking the complete 195 units and charging our bills for this month and recalculating with the same no. of units (195) units for prior month too where the bill was already paid by us in the same month so they are asking us to pay approx 60 to 70 units more. Our billing cycle is from 15th of the month to 14th day of the next month. E.g 15th May to 14th June (one day can be here and there)

Since we know the history of how MSEDCL workers we had already taken the pics of the day when meter was installed with units and a day before installation as an evidence and it was submitted to MSEDCL office with the application confirming on the above. As an evidence, we hold a copy of the application signed & stamped by MSEDCL.

Inspite of submitting them these documents they didn't take this into consideration and additionally even our earlier bill was recalc based on the new meter reading and sent to us which I totally believe is unfair. The total amount of bill sent was close to Rs 10,000. Being the only earning member of my family and we are family of only 3 i.e myself, mummy & papa. Dad usually go to his office and I am working professional too. Leaving only my mother who is homemaker stay at home. Considering these factors, the amount we are asked to pay is huge.

I would like to request to open a complaint and investigation against them as inspite of submitting them evidence and showing the proof neither they have reduced the amount in our current bill nor top of that even a month earlier was calculated based on the current readings.
